The Electronic Frontier Foundation obtained datasets revealing over 12 million searches by 3,900+ agencies between December 2024 and October 2025. Among the documented uses: tracking people at political protests, running discriminatory searches targeting Romani communities, and surveilling women seeking reproductive healthcare. The search reason field is self-reported. Abuse is easy. Detection is rare.

250+ AGENCIES

One city. Never approved. 600,000 queries.

Mountain View, California ran an audit and found more than 250 agencies their residents had never heard of — agencies their city council never approved — had run roughly 600,000 queries against their local cameras in a single year. The city shut down all 30 cameras in February 2026. What is your town's number? File the Part 3 request and find out.

526 TIMES

One innocent person. Four months. Norfolk, VA.

The city of Norfolk operated 176 Flock cameras. One resident — accused of no crime, investigated for nothing — had their movements logged 526 times in four months. The Institute for Justice filed a federal Fourth Amendment lawsuit. A judge allowed it to proceed. The constitutional question is still being litigated. This is not a hypothetical risk. This is what the system already did to a real person in a real American city.

WEEK THREE

ICE ran 279 queries. Bend, Oregon hadn't even finished setup.

In the system's first three weeks, federal immigration agents ran 279 queries into Bend's camera data. Evanston, IL had at least 7 ICE searches despite a statewide ban. Illinois found that Flock facilitated U.S. Customs and Border Protection access in direct violation of state law. This is what Flock calls a "local public safety tool."

THE FACTS — 60 SECONDS

This is not about catching criminals. The EFF documented 12 million searches by 3,900 agencies in under a year — searches used to track protesters, target ethnic minorities, and surveil women seeking reproductive healthcare. Mountain View, California found 250 unauthorized agencies had run 600,000 queries against their local cameras. The city shut all 30 down. In Norfolk, one innocent resident was logged 526 times in four months. In Oregon and Illinois, audits found federal immigration agents accessing the system in direct violation of state law. Congress is investigating. The FTC has been called in.

THE ASK — 60 SECONDS

3. Prohibit sharing [CITY] resident data with any agency outside our jurisdiction, with explicit prohibition on federal immigration enforcement access.

4. Require a warrant or court order before any stored plate data can be searched.

5. Cap data retention at 30 days maximum.

6. Mandate a public annual report on system use with enforceable penalties for any violation.

If the council will not cancel, I ask you to postpone any vote until these safeguards are adopted and the public audit results are in. You cannot approve what you have not measured.

The risk from this system is borne entirely by residents of [CITY]. The control belongs to a private company and a nationwide network that answers to no one in this room. That arrangement is unacceptable, and it is not too late to change it.

8. AUDITS AND REVIEWS
Any internal review, third-party audit, inspector general report, or other formal assessment of ALPR system use, access patterns, data security, or potential misuse.

9. COMMUNICATIONS WITH FLOCK SAFETY
